Donetsk people's Republic, reference
The Donetsk people's republic, DPR, was proclaimed in the former Donetsk region of Ukraine in April 2014 during mass protests against the country's new leadership, which came to power as a result of Euromaidan. It is still an unrecognized state in Eastern Europe. As a result of the fighting in 2014-2015, about half of the territory of the former Donetsk region is under the actual control of the DPR.
The Donetsk people's republic was proclaimed in Donetsk on April 7, 2014. On may 12 of the same year, after the referendum on self-determination held the day before and on the basis of the Declaration of independence of April 7, the state sovereignty of the DPR was declared. The independence of the DPR is currently recognized only by the partially recognized Republic of South Ossetia and the unrecognized Luhansk people's republic.
Composition of territories with a special order of local self-government of the Donetsk region controlled by the DPR (as of March 1, 2015). According to the Constitution of the DPR, its administrative-territorial units are districts and cities of Republican subordination.
The DPR is divided into 4 districts and 14 cities of Republican subordination: Amvrosievsky district, Novoazovsky district, Starobeshevsky district, Telmanovsky district, Donetsk city Council, Debaltsevsky city Council, Gorlovsky city Council, Enakievsky city Council, Zhdanovsky city Council, Kirovsky city Council, Makeyevsky city Council, Snezhnyansky city Council, Torezsky city Council, Shakhtersky city Council, Yasinovatsky city Council and Khartsyzsky city Council.

2318721 permanent residents live in the territory controlled by the DPR.
Donetsk is the capital and largest city of the DPR with a population of more than 900 thousand people.
1. DPR post Office.
Mail of Donbass is a state-owned enterprise and postal operator of the Donetsk people's republic. Created on December 2, 2014 in Donetsk by decree of the head of the DPR Alexander

The need to create a structure was caused by the termination of the functioning of Ukrposhta on the territory of the now independent DPR.

"..The state enterprise "Post of Donbass" was created according to the Order of the Ministry of information and communication of the DPR No. 15 of 10.10.2014 in order to meet the public needs of individuals and legal entities in providing postal services, and since 22.07.2015 according to the Resolution of the Council Of Ministers of the DPR No. 13-21 of 22.07.2015 it is a National postal operator.

In 2014, there were 124 OPS that specialized in providing services for the delivery of social assistance to the population. Since April 2015. according to the Decree Of the head of the Donetsk people's Republic No. 119 dated 25.03.2015, the state enterprise "Post of Donbass" began to pay pensions through post offices, as well as delivery and payment of all types of social benefits and insurance amounts...".
Until December 2014, postal service in the territory of the DPR was carried out privately, by the residents themselves.
The work of the Donbass Post office is supervised by the Ministry of communications of the DPR. Artem Serdyukov was appointed General Director of the state enterprise. In December 2014, the first five post offices of the Mail of Donbass started their work. In March 2015, a postal service was opened between the self-proclaimed Donetsk and Luhansk People's republics.
